A difficult one this, I have amassed 100,s of old pip top lamps now and it has revealed that there were a mass of different British lamp makers, in my early years I used to think lamps that were not 230v were all foreign and was rare to find any British lamp with a working voltage over 120v so it is likely this lamp was foreign made or intended for a foreign market especially with that e27 screw base.

Forgot to add, many manufacturers of these old lamps often did not put their names on them, little symbols or logos were often used, as an example if you see a small letter s in a circle on a lamp like this then it was made by Siemens.
