There allready are floodlights with 2x 42W CFLs out there (and i think you can stick like 2x 60W CFLs in). As soon as a PIR option would appear, it will mean the same annoyance to who it is lighitng into the window, 10x the annoyance to who have to relamp it constantly, and 5x energy savings
The problem here is the user. He have no idea that 90 deg to the wall, in front of some1 else's window, is bad idea

I think it's actually a better idea to invest in a different technology! For instance my friend's mum leaves the 500w halogen on all night then complains about us having 60w of light on in the day! If you bought a reliable MBF,
SON, or MH fitting it'd last for many years and save you a small fortune if you're leaving it on!
